Thale does not really exist to my knowledge....he's not mentioned in any lore I've ever found/read, nor is he one of those included in the Stranded mini-series like Gastun, Krin, Balac, and Kala. The latter three of whom are ethnically Minmatar and the former who is ethnically Gallentean.
I think it would be safe to suggest Thale is Caldari in origin just judging by the weapon he employs....but that would be fallacious since Krin and Gastun have technology of the others race attributed to them.
However as far as I know no Caldari or Amarrian Officers are established in the lore of the game.....and no. No matter how muck Viktor wants to be an 'Officer' he's not just another grunt with a gun....albeit a ******* rich one.

Wait, I thought it was Matari? I mean, I know back in beta the GalScout was the best sniper. But for some reason, i thought the Thale suit was Matari.
