6 damage or less is a really hard number to hit. It isn't surprising that it seems nonexistent most of the time.

By my calculations, a Duvolle AR with no damage mods would be able to stop shield recharge out to 17.64% efficiency. I can't log in to check right now, but that is probably still quite a long ways away.

This is correct. An AR will still stop shield regen even out to 150m. This is because the AR is designed to kill shields more so than armor.
What the shield threshold -WILL- do is stop Combat Rifles, SMGs, and HMGs from stopping your shield regen past their effective range.
