No, it's 30 million ISK plus a few thousand Command Points. But that is only if you already own a district when you attack.
If you don't own a district, you don't pay those 30 million ISK. Instead you pay 25,000 Command Points.
But hey, it's still cheaper than 50 million.

EDIT: 0 isk is nice if you don't own a district. Good for raiding.

"Barrier of Entry" being the key phrase there. A corp without a district doesn't need to pay ISK to attack. We just need enough CP from enough active corp members to do so.
