It is a glitch, people got free ones in-game from a bug. Some exploited this, and sold them. Now the suits are getting vetoed.
I just vendored mine. Made it easier for CCP, less suits for them to delete.

In the new progression system you can do a one time claim of an unlocked fitting in which you get five free copies of it.
This option is not supposed to be available for the Apex BPO fittings in the progression system, but the option is unintentionally there for the Gallente Scout Apex.
So people are currently able to claim 5 free Gallente Scout Apex BPOs.
