This may not be the complete answer to the ScR, but something to at least consider.
I feel instead of a heat-based bonus for A-assault, it might be more balanced to simply give them a bonus to ScR reload speed, like the Caldari get.
First, the ScR needs to be toned down anyways.
Second, it really doesn't make any logical sense that the weapon would physically perform differently in one set of hands than another.
Reload speed might be the best bonus across the board for each race and their respective rifle.

your suggestion also nerfs the laser rifle, which is a perfectly balanced weapon as is.

I feel like the built in heat sink is perfectly fine. No need to change it when the common ScR complaint is potential anti-shield DPS.

Taking away the heat buildup bonus would render the laser practically useless as it currently works. The basic vanilla ScR would be next to impossible to use, as well.

Let's not be so dramatic over 5% heat cooldown on the laser.
The laser is a unique case, as it needs it's own reassessment/buff anyways.

I'd be curious what the lore is for Gallente getting dispersion bonus however for example.

I don't like the reload bonus idea for any assault. Leave that bonus to the commandos.

No. Its gonna stay as it is period. The scrambler is allready the fastest reloading rifle and with that no need to make it even more faster with a silly bonus on it.
