As it stands now the swarm launcher is the number 1 anti armor weapon in the game and is used by everyone. However it buggs me that the minmatarr commando gets a bonus for it which is a CALDARI weapon. Since CCP cannot really have weapon specific damage bonuses how about we shift the damage from explosive (-20%/+20%) to the more reasonable kinetic profile (-10%/+10%)?
By that it gets a bit worse vs armor and a tad better vs shields but most importantly the thing would set its home on the caldari commando and not the minmatarr commando. Never the less it would still be a anti armor weapon cause the proficency wouldnt change where all kinetic weapons gain more armor damage bonus the higher you lvl up its proficency. It is aswell backed up by eve lore that the caldari are using kinetic missiles on their ships.
As a balance proposal i would think about changing the breach massdriver to be a AV weapon. Buff the direct impact damage to 900~1000HP, lower the rate of fire, no splash and reduced clipsize from 6 down to 5.

I do not object to these changes. A thousand damage for the breach mass driver sounds like a lot, though. Tone it down? Forge guns and plasma cannons do about 1200, and their fire rate is even lower. I think that the weapon now just does less to vehicles, and if the damage profile was changed accordingly, then the damage wouldn't need to be changed.
If this game was fun, I wouldn't be playing it.

Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

Maybe once DUST is ported to a new platform Minmatar Scouts will get to use their own knives.
