Because Ladders are simple, reliable, and cheap.

CCP's future, broke and nothing uses real logic. Our modern day mini gun uses .22 round in the future, and we can't walk up hills because butter will be put on everything. Our cars will also run off AA batteries rather then engines as well. |

Battery-powered cars are actually more futuristic, considering they would be more efficient in the future.
CCP is actually pretty damn good at building a realistic future. Once the TACNET (real thing, btw, I work on a node) finishes increment 4, infantry will have helmets with HUDs, and the ability to mark targets. Some art the army uses for the "soldier of the future" even has the crazy wrist-thing like we have in Dust.

Workplace areas are maintained by robots... the only maintenance by human personnel would be sporadic.
The fewer points of failure a system has, the less it costs to maintain. Solar flares don't disable stairs or ladders.

HA! Nothing in this game has real logic, none of the weapon's reflect the power, accuracy or, distance of the real life version's or even the sci fi version, a Railgun (a rail rifle should hit 500meters, a pistol 200meters, an SMG 300 meter's) in this game should be hitting target's 800meter's away, a Plasma round should be lethal even at distance, laser should be a pin point accuracy type deal, hard to use but for precision based user's it would be powerful in it's own right but not strong.
