I believe theres a psn problem at the moment. Just give it time and try again later.
Also the skin works on the gal commando as well, not sure about the miltia gal heavy frame

Id say it depends on the suit say I put my sever amarr skin on my advanced assault. I could be mistaken for proto . Therefore people would react diffidently either backing off for support or trying to go for the kill. But putting the same skin on my proto assault , they could predict that I was a apex suit with a skin and they just push for the kill.
This is just what it think would happen when someone is seeing your suit details when hip firing at you,

This is why both a logi and an assault can use the same skin.
I know what your saying . You can put them on the certain race. I'm saying its not always wise to wear them for strategy purposes.
For example
Wearing a skin on a logi makes it look like an assault . So people might think twice before rushing you .
Wear as putting it on a assault gains no advantage but looking nice
