Kay, so, taking a look at traditional tanking modules:
Shield
Complex Shield Energizer: 82 CPU / 0 PG
Complex Shield Recharger: 71 CPU / 0 PG
Complex Shield Extender: 54 CPU / 11 PG
Complex Shield Regulator: 34 CPU / 3 PG
Average: 60 CPU / 3.5 PG
Armor
Complex Armor Plate: 37 CPU / 12 PG
Complex Ferroscale: 23 CPU / 8 PG
Complex Reactive: 25 CPU / 8 PG
Complex Armor Repairer: 45 CPU / 11 PG
Average: 32.5 CPU / 9.75 PG
Alright, so, see the drift here? Shield modules traditionally take up more CPU while armor modules traditionally take up more PG. Now, for the anomaly here.
Prototype Gallente: 380 CPU / 70 PG
Prototype Caldari: 350 CPU / 78 PG
How does this make any sense, exactly...?
