Not that I think they are (but, yanno, bias because I fight for pay a lot) but if Ringers really are a problem a way to reduce that would be to incentivize the use of corp-member combatants by issuing out battle rewards (EOM ISK payout) through the corporation rather than a per-participant basis.
Two ways you could do that:
Example A: I ring for a corporation. We win, the ISK payout goes directly to the corporation, the corporation pays the fighters at their discretion(great way to get yourself black listed if you don't pay though).
Example B: I ring for a corporation. We win, the ISK gets paid out on an individual basis to fighters who are part of that corporation. So, if three people in the match are from that corporation, all three would get 1/16th of the ISK payout each. 13/16ths would go to the corporation as a lump sum to be divided by the participants or kept by the corporation.
It is more math on the corporation side of things but it would disincentivize ringers by adding more logistical nightmare to the corporation themselves. If you want ringers, you'd better find an accountant to keep track of who is ringing and payouts. It also adds a level of uncertainty on behalf of the ringer as they never really know if they're getting paid what they really should have been.
This method doesn't punish corporations for using ringers or ringers for doing what they do in any major way - it just adds another layer of hell for the corporation to go through to use said ringers and puts more of a 'trust based system' on ringer payouts, which can also potentially promotes conflict.
Just my initial thoughts.

Only people who think ringers win PC are peasants without districts.
Ringers bring your corp down and only degrade your quality. All the top corps in PC right now are corps who prefer to use corp teams over ringers, because they know that is how you win PC. The misconception that ringer teams are the best teams is just propaganda brought up by good trolls.
People can use ringers all they want but use ringers will not get your corp better. you may win 2 or 3 battles in the short run but in the long run the people who are loyal to you and you should have been putting in those PC are unexperienced and don't know what to do.

You use ringers to fill out empty slots, not replace your corp combat teams.
If you use ringers AS your corp combat teams you declare yourself an easy mark.
You will see those ringers attacking your districts shortly.
WoW has taught me that Purple means Legendary. This means Quafe suits are the optimal loadout for killing all of you.
