The attackers should get to choose the time not the defenders...oh we can't attack till 12:00 cuz they're not ready for us to attack yet.. This has bothered me for a long time..."but then the attackers would choose a time we can't get on" well the great thing is you could do it right back to them..or build up your corp to have players from all timezones

Raiding should help with this. Launch a raid, whittle your opponent down then send in the real attack when they are weakened. At least, that's how I hope they implement it. Considering raids occur between timers.

I thought that too but it seems I'm left out of the loop idk anything anymore, raids still going to be 8v8?

This is one of the instances where gameplay>realism.
I'd rather have scheduled battles between two complete teams, rather than playing ping-pong with district ownership.
EDIT: I'm all for the raid system though. Where you could launch small-scale attacks between timers. You couldn't snipe the district, but you could weaken it somehow before the actual attack.

The attackers to get know that there's an attack coming before the defenders do as long as they're not terrible at intelligence. That's the attacker's advantage. The timing window that defenders get to select is a bit too strict, but shifting battle time choice to the attackers would shift all advantages in that space completely into the attacker's court.
Raids have been suggested and yes, one of the key components is that a shortened "scramble time" for defenders gives more oomph to the attackers' initiative advantage. In exchange, though, raids are set not to bear as much weight towards the sov game.

Raids will probs aswell be used against larger corps to create conflicting timers rather quickly. For example you have 32 people online while the defenders just have 16. You launch on the day before a regular attack on a district and shortly before the PC match starts you start a raid attack onto a district with the same/similar timer. This way you can build up preassure or soften up a district clone count for another attack.
Regarldess its going to be used by smaller corps to steal a days worth clone production and sell that for ISK. Though i would like to know if we could have a option to keep the clones from a raid.
