12:20-12:30 UTC. Domination match. I shot a red in head(rhymes), which another red with a needle was able to revive... Correct me if I'm wrong, but are not head shots clone termination? I heard the head shot noise, I know I got him with my proto scrambler.

No, you are mistaken.
Headshots simply do a lot of damage, meaning that the chance of you dealing enough overkill damage to terminate the clone is higher.
The only way to terminate a clone is to deal damage after the player is terminated. This can happen as soon as they die if there is a lot of excess damage with the final blow (a 500 damage grenade against someone with 150 armor).
I heard somewhere that your clone has 10 HP (which is why it is possible to stay alive with 0/0...partly also because you may have a fraction of HP remaining that the game doesn't show you because it rounds down to 0), but I think that a dead clone has more like 50 HP.
So if you get a headshot against a target with a lot of HP and it barely kills them, their clone will still most likely be alive.

That information seems sound. I have been at 0/0 shield and armour, yet didn't kick the bucket. Thank you for the information.

Shayz got it, but I will go a little more in depth using the extent of my knowledge to place some numbers out there.
It's rather simple; all suits have four different health pools as follows:
-Shields: Self Explanatory, amount changes based on suit and skills -Armour: Just as above -Squishy Health: This is the health just below your armour. If this health goes away, you drop down to the point where you can be picked back up. Everyone has 10 Squishy Health points. -Terminal Health: This is the health pool relevant to this topic. This determines how much damage you can take after you drop before you are terminated. Everyone has 200 Terminal Health points.
