Very much this. Taking the Bloodraider SKINs from Eve as a comparison, DUST Bloodraider SKINs fare poorly.
PLUS: they (new, second iteration of pirate SKINs) are not tradable as well, so I guess there is a plan behind this: make non AUR purchase SKINs tradable last if at all, quick revenue drivers first...bit disappointing. |

I agree, but I think their attention is currently focused on Planetary Conquest 2.0 which seems to have higher priority at the moment.
