I'll admit now that I've never gotten through fallout new vegas- I always try it on hardcore mode (also completely neutral: killed House and took his place), but get my ass kicked by Legate Lanius.
Usually my issue is lack of supplies. I'm taking care of that at the moment (mountains upon mountains of ammo, explosives, stimpacks, and doctors bags), but he's extremely powerful himself.
I wear Brotherhood T-51b power armor w/ helmet, my primary weapon is a ballistic fist, and my secondary weapons are Maria, a service rifle, a tri-beam laser rifle, and Euclid's-motherfucking-C-finder.
I'm level 22, with 6 strength, 6 perception, 8 endurance, 3 charisma, 8 intelligence, 8 agility, and 3 luck. Relevant skills: Energy Weapons: 40 Explosives: 40 Guns: 50 Medicine: 50 Sneak: 50 Unarmed: 100
Relevant perks: Beautiful Beatdown (reduced unarmed AP cost) Cannibal: duh Khan Trick: unarmed attack to temporarily stun an enemy with POCKET SAND Lord Death: damage bonus vs everything Nerd Rage!: strength raised to 10, +15 damage threshold at 20% health Piercing Strike: Unarmed and melee attacks ignore 15 points of damage threshold Power Armor Training: duh Scribe Counter: Unarmed counterattack after a block Trigger Discipline: 20% slower RoF, 20% higher accuracy with guns and energy weapons
So: what are my chances at beating the monster of the east? Any advice?

Just **** him up. Roid Up with Pyscho, Med-X, Rushing Water, Slasher, Turbo then follow all of that up with Ultra Jet and a V.A.T.S run.
Surly you have Piercing Strike coupled with Super Slam and Living Anatomy. Stone Wall also helps. Couple Hot Blooded with Nerd Rage and that's another damage increase which shouldn't affect your weapons choices if you lead with C-Finder.
Unstoppable Force for his blocks!
Sadly you can't get Better Criticals which is an incredibly good ability. In two levels you can pick up Slayer and all of your attacks are 30% faster. Just grind it out.

I used the spears that the Legion used to deliver the poison, it's been a while since I played. Since he is super agressive an armored up, power fisted Veronica would be good along with Adamance's roid/psycho chemical induced vats run is your best advice. the timing of the orbital could work, but your proximity is danger close.

I went mono with him, but the game sent caveman johnson in with me, but i don't remember him being of much help. I think Veronica is my best bet as a follower. Grandma isn't bad, though.
After I finished "I could make you care", Veronica got a damage boost on top of her already great DPS

Even got her a dress off the corpse of a white glove (they still idolize me anyway), but she doesn't wear it, because she's in full power armor as well.
I just happened across a group of 4 or 5 dead paladins during "I could make you care", and took all their tri-beam lasers and power armor.

Also should point out that the only followers I have access to are Veronica, Lily, and Arcade Gannon. Rex is dead (got tired of reloading), and Boone is hostile to me. Possibly because I'm vilified by the NCR.

And I finished anyway, with Veronica somehow surviving the whole thing. She's much smarter than every other follower, because she just ducks in cover and sticks by me until either I get into melee range, or enemies get close enough to her that she pops out and starts punching.
