Your a cpm so makes the whole process pointless, I remember you saying matchmaking didn't matter b4 you became cpm... Still waiting on an apology for that...

Compared to a whole host of more important things, yeah, I still think matchmaking is more or less irrelevant.

Seeing as how I've seen Cross super active on the forums and making the logi update happen...what reason is there to replace him?
The fact that the logi progression is FINALLY being fixed is solid proof of his devotion to this game and his ability to communicate with CCP effectively.
If that's not what to look for in a CPM member, then I don't know what is.

Fresh blood is definitely important. But you also need at least one incumbent. The reason why, is because the CPM process is a relationship, between players and devs, created over a long period of time. Without IWS, we would've lost a lot of the progress CPM0 made, when CPM1 happened. Hopefully, CPM2 will have the ability to pick up right where CPM1 left off.
