Here are some fast easy steps to helping you be a champion sniper.
1. Establishing a position: You never and I mean never sit on a hilltop or rooftop near the point of interest you want to position yourself in a middle mostly covered position this allows you to blend into your environment.
2. Securing position: You should scan any near by rooftops and or hill tops for other snipers friend or foe. Enemy snipers should be eliminated and if there is a friendly sniper near that position you and it are already exposed and must find a new position.
3. Target acquisition: When scanning the active positions or table top your kill order is always light = medium - heavy. Heavy targets can take multiple shots exposing your position and should not be fired on unless already engaged.
4. Kills: If you will not kill a target you do not fire on a target. Peppering as I call it will not only expose your position, but ruin the field for all other snipers. The only exception is if they are engaged by a squad. i.e. Our position is A the enemy position is C Friendly squad B has already engaged enemy position C
5. Resupplying: Never place a nano hive on your position move away and resupply then move back to your position.
6. Exposure: If someone has fired on you or an enemy sniper has attempted to fire on you it is time to move out and re-establish position.

If you're actually moving then hitting heavies is a Yes. Many people won't engage one at full health, but if it suddenly looses all it's shields.... People tend to start swarming it. I've seen this happen so many times, it's practically a fact of nature.
You won't get any credit for an assist, nor will it consider you "involved" with the kill however.
I started taking shots at heavies when I noticed that the points got captured at much slower rates.

Your idea of finding a safe position and avoiding taking multiple shots is very inefficient: especially now that we carry a ton of nanohives at once (which, I might add to your post, you should place them where they won't be seen at all, not just away from you)
When I used to snipe, I would move pretty often: I would find a place that gives me a good firing window of the action, use up a mag or 2, then move on to another spot before anyone catches on.
Also works well considering that fights tend to shift, and the reds could easily move to an area your current position can't really fire into.

A lot of nerfs to snipers happened over the years. Aside from the range decrease, ever since the reticule was "redesigned" the hit zone of a sniper was reduced to match the smaller dot.
On top of that, you ping someone... no credit unless you take out armor, as well as the "recognition" time slot is absurd. you can take a target down from 800 to 4 health. They run off and start regening a bit, only to about 30/40 or so, and another person then kills em? No credit. None. The regen trigger kills off all association after a few heal ticks.
Kill assists get ignored, as well as most of the WP come from assists, not direct kills, unless the field is swarmed with scouts.
Higher performing rifles were poo poo'd even though I can run around with a Forge Gun and get higher "sniping" kill ratios than a regular rifle. (I just did it last night)

Edit: Oooh i almost forgot the most essential part. The fields are not permissible to sniping in any way. I'm not talking about objectives, which should be covered, but rather the routes to and from them. If you look down a field, you will see boxes at strange angles.... cranes in illogical places, and guard rails along bridges... with an extra beam magically at head height. Why? To make sure snipers cannot get clean shots in nearly any venue.
This has resulted in the best spots forced to be above the play field, in predictable locations. You can't get decent kills without being in one of these spots, nor can you survive long if you sit in one.
If infantry encountered maps designed specifically to stop their guns from hitting their target, you can bet the maps would be changed in under a day.
Yep. I just sit on the redline and drink beer while doing exactly what pisses people off. LoS changes, map reduction, scout cloaking and myo jumping ruined any other kind of sniping. I can snipe better on the field with a missile tank. True.
The CPM candidate we need, not the one we want. The candidate for the rest of us.

Watch the kill feed, it is your best friend for identifing other snipers in the area.

The game has changed m8 trying to pepper people down is a waste of time it will cause everyone to start doing figure 8s and **** every good sniper on the map. Head shots are kill shots and ohk mean you are not pinged so it is easy to stay hidden which saves on travel time. Setting the nano in sight is fine and often acts as an early warning system hiding it isn't really an option because they ping through hills and things.

There are maps that are not good for sniping and you should never try to force it you have to read your team and your map or you will end up pointless at the end of a match. I do not advise sniping as a new player I would suggest keeping your points in sent or logi suits until you learn the flow of the game these suits provide a nice point gain with minimal effort and sp cost.

I was one of the original scout snipers back in beta, i went through this game since then as a sniper until i hung up my mantel.
Recently started to come back to my sniper ways, had everything down pat except for the damn sway and scope. Too horrid these days. So i decided to become a sniper hunter.
Even though I have the utmost respect for any true sniper, one that doesn't redline and one that doesn't mcc, ones that actually know their perches and ****, even though i have the UTMOST respect for you, be careful, because i know every single perch in this game....

ccp hates snipers, first and foremost.
they want players in the middle of the battlefield, to die again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and again and to infinity. (i got tired)
just removed all sniper rifles in the game ccp, better than doing all this bs to discourage snipers in the game.
