It is not so simple to actually change but the idea itself is simple.
Buff/nerf the damage profiles.
For example
A combat rifle does -15/+15
Change to higher numbers for more/less effectiveness
For example. 50-/50+. Even LESS EFFECTIVE on shields but DEADLY ON ARMOR.
Now just tweak all other weapons (which will take a long and boring and complex process of changing numbers)
And adjust their damage so that they aren't to op on armor/shields.
The 50/50 was just an example. Feel free to do calculations your self.
P.S. If this does take place, caldari will have a tougher time with scramblers. At least they won't do much to armor.
