First off, I want to give credit to Sgt Kirk, Foehammer, and others for bringing up some of the concepts I'm going to post here while we were running around in a boring pub-match.
In the current system, each of the planetary infrastructure a Dust Corporation can deploy on Districts they own provides bonuses to POSes (Player Owned Starbases) in EVE. These bonuses are actually quite substantial, but they remain unused because of the very high risk of trying to operate Starbases in low-sec.
1. Moving to Null-Sec with benefits to Sov-Holders
The point I raised during our discussion was based around what is now being called "Fozzie-Sov", after the Dev who proposed it. In that system a structure requires only 10 minutes of an Entosis Link being used against it before it is put into reinforced mode, which starts the countdown to when it can be fully captured. Depending on how active you are in that system, you as the defender can increase that minimum time required to up to 60 minutes.
In this case, Planetary Conquest would be moved out into null-sec with the added element that holding all Districts on a planet provides a further 50% bonus to that number, allowing an Alliance that owns both the system and all the ground territory to have up to 90 minutes of response time when their structure is attacked. In that way, Dust interaction provides a benefit to EVE players but is in no way required.
In addition the Starbase bonuses would be retained, which would allow faster production and less fuel consumption for all the structures in orbit around that planet, thus boosting the total ISK income generated by the joint Alliance. Again, Dust interaction provides a benefit to willing EVE players but is not required.
In this way you incentivize interaction between the two games without trying to force it.
2. Content for non-PC players within the PC system
Sgt Kirk's idea in that conversation relates to a Chronicle produced by the EVE team called "Xenocracy". This Chronicle describes a planet government held at gunpoint by the Capsuleer who owns the surface infrastructure and forced to do whatever he chooses.
The general concept here is that all planetary colonies in null-sec are basically police states with the planet-bound citizens under constant oppression to deliver for their immortal masters. Based on this, non-PC holding Corps could perform raids on these police states to receive standings, ISK, and some of the resources being produced there.
This basically makes use of CCP Rattati's proposal for raiding and gives it even more incentives as well as involving it in established EVE lore.
3. Making Orbital Support more engaging for EVE players
To close this out with a far more outlandish idea, my proposal would be to redo how the current District satellite mechanic works in EVE.
In this model, the satellites would be positioned around the planet at orbit altitudes of around 300km, and there would be enough of them to cover all surfaces on the planet. Each satellite would have a capture timer similar to the current system, except that once the satellite is captured you then have access to UNLIMITED orbital strikes as long as the satellite is over the current District.
Once the satellite orbits out of the sky over the District, the EVE players must then warp to another one that will pass over that space and wait out another capture timer, but this provides them with bursts of activity interspersed with breaks to allow the players on the ground to regroup and try for another push.
While this may sound complicated, all this really involves is generating a set of fixed points in space and having the planet spin underneath of them to simulate orbital periods.

I don't have much of a mind for PC or Null-Sec, but all of this makes perfect sense to me based on my limited experience. Opening up the universe to mercenaries would no doubt offer greater coordination between us and pod pilots, and it would allow us to invest our time and strategy into finally carving out our own nations rather than squabbling over blasted heaps of rock on Molden Heath.
Right now I've never been interested in PC. It just seems like an ISK sink where you are doomed to eventually lose all that you have fought for unless you spend every waking hour defending whatever district you own. And even then, what have you even really accomplished? You still live within Minmatar sovereignty, in what has basically become an immortal ghetto designed to keep us busy.
Right now we're not much more than a cluster of rats in a steel drum, turning on each other to scrounge out small heaps of opportunity that any EVE player would turn their noses up at. In my opinion, Mobius' idea offers something more than just a way to make Planetary Conquest more enjoyable and rewarding. It gives us the chance to actually give a damn.

I've been a member of Sov holding Alliances many times in EVE, and I think that sense of ownership over something that actually matters is important.

I hate the idea of having EVE orbitals have more of an impact on Dust than they currently have as they are already pretty OP

They pretty much do no more damage than the Warbarge ones. As well, this would give you several strikes in a small window followed by a longer window without them.
