There was a short time where new accounts made got new rooms, regardless of race, ive seen screens of minmatar in amaar rooms.
Also, for a long while, you could request a change in the system your merc is stored at, and the mq would reflect what station they'd plop you in.
Sadly, neither of these things are available atm, too small a support staff.

Depending on your bloodline, you're in a different system.
Your quarters depend on what station happens to be there: if it's an amarr station, you have amarr quarters.
One of my alts is a Gallente in Minmatar quarters

Back then your quarters were changing based on your favorite fit.
It worked like this for me (late 2013/early 2014)).
I had amarr as my favorite for some time so i lived and still live in this cosy place.
