During my testing of the SKIN modules, I noticed that the reload skill does not seem to apply on the Starter Fits.
I created a new Caldari Frontline Starter Fit, and the reload speed was abysmal. I have max skill in RR reload speed, and usually get decent reload speeds even when not using suites with built in bonuses. (this was clearly slower than normal, even if I used the built in RR)
Don't know if this only affects the reload skill or all skills, but this one was the easiest to notice.

mlt weapons have slower than normal reload speeds, and I believe they are not affected by skills at all IIRC

The militia rail rifle does have a longer reload than any rail rifle. Skillpoints do work for militia itoms.

Wow. Thanks for the answer guys!
It would be silly in case skills didn't affect Militia gear, as this is what all the new players use. Then they will think their Skill Points does not matter at all.
If the reload speed I got with the starter fit took into account my level 5 RR reload, then wow... It will take a looooong time for a new player. |

Yeah, MLT fits have never benefited from SP skills. You have to use at least the basic gear to benefit. And you must go past the basic to get the racial suit benefits as well. Thus, there is no reason to waste SP on any skill that doesn't actually benefit your toon.
Why would the game inform the new player about something so basic? I don't know, common decency maybe. Oops, CCP. I forgot.
Another interesting fact, even if you have large turrets of all types maxed out, no standing turret in the game benefits. That is how I discovered the issue. Devs said, they are a different weapon than the ones we have access to.
And they ganked turret skills stacking, so my gunner has zero points in turrets now. They only matter when fitting a vehicle. Not using the actual turret.
My favorite tank is a Lightning. Just sayin.
