All the numbers you need based on your current methodology for weapon tiers. Weapons already exist, just need new ones with these stats.

A couple reasons to support Khanid Innovations for it:
1. Viziam already has a Proto Pistol...and for quick identification a different manufacturer would be nice (this is more for not viziam)
2. Khanid Tech is very Caldari Influenced, and Caldari has Breach as their base weapon type
3. There is the 'Burnscar' Khanid Scrambler Pistol already...which doesn't look Khanid (last I checked) but it could be fixed to follow suit
Khanid Logi and Tanker, sometimes AV Heavy or Sniper.

I have 500 such examples in my inventory.
That being said Khanid Innovation is at the forefront of research and development in the Kingdom and as such I see no reason why they would not produce small armaments for sale with the Empire. More importantly this establishes Khanid Innovations as the third Amarrian equipment producing corporation.
With it established there are a great many possibilities from there on out. I say that there is no downside to allowing the Khanid representation of Dust, especially with the re-skin of Missile Turrets for vehicles, which logically would be produced by the Khanid.
