First time using a Repair tool, huh?
The delay happens after activating the tool, it's normal, it delays sprinting aswell.

I've been using it for weeks when I played Ambush, but the 1st time it happened was yesterday

It's been like this since beta as far as I know.
Personally, as a Logi, I don't see a problem with it.

It does get annoying when I need to immediately shoot or run away, but I imagine it's intended to decrease a logi's multi-talent of healing and fighting. You just have to plan ahead and have your gun out if you're not repping.

I have like 3 seconds of delay whenever i switch to a cloak.
Then another 3 seconds to switch back.
That's noticeable, 1 sec isn't.

I hate not being able to run right away if I'm taking fire. Its just bad.
