I have no idea how pubbies tolerate this, I'd take a losing FW match than sound bite matches. Just a dam shame that FW isn't always active, I'd honestly never visit pubs again if it were an option for my playing hours / number of people online during those hours.
Played 15 pub matches, have yet to get a match that lasted more than 300 seconds.
The vast majority of the people who leave do so to pad kdr / don't like seeing a loss. I make this assertion based on the fact that majority of the match I get thrown into its my side that is severely losing, redlined, with zero objectives (out of the 15, there were 2 exceptions where I got thrown onto the dominating side). Also, while staying in the match, I see my side continually losing participants as it progresses and new people continually being thrown in (wasting their time). Clearly they are not dcing one by one or being called out by friends/family one by one during this acute time period. It is heavily concentrated during this time period. Even when I got thrown onto the dominating side, you can clearly see the losing side near the end dropping out like flies.
DCing happens (happened to me today), getting called out for life responsibilities happens, or in game squad invites, but its intellectually dishonest to ignore the obvious pattern.
While its fun at first to drop into these matches and surprise the other team with someone fresh (you'd be surprised how careless the winning side gets during these matches) or to use this to get your daily hacking missions in. It does get boring after a while, especially when my waiting times last longer than my actual matches.
I'd like there to be something introduced to either modify the incentives or change in mechanisms to never fill in matches.
Either
1) Incentives (push and pull)
Bask those who's time your wasting, aka the people who are being thrown into already over matches, with a ton of salvage or isk. I honestly just want to play but you can justify that its not time wasting if it actually gave generous resources. Could justify this lore wise as desperate contracts.
Have a 50% isk/SP reduction for the following match that you ditch. So for my DC example, I would have 50% of my rewards reduced the next match. As bad as that sounds, 50% rewards for a full match is still higher than what you get with several 120-300 second matches. Perhaps the % can increase as you ditch more often and decrease as you complete matches. Lore wise can be explain as having a disloyal contract history.
2) Mechanics
Just don't fill in the matches and let the 15 vs 3 commence (this was actually fun in some cases back in open beta), alternatively you can just prematurely label the match a defeat, but the 300 second problem would still exist, but at least you would have been able to start the match.
I honestly don't expect this to be touched though as ditching matches is very much a part of Dust's culture from high to low sp players alike when encountering much stronger opponents. So I entirely expect to be in the minority opinion here.

I been done with pub skirmishs I just can't play that bs without a squad to cover me repping them and blueberrys
other matches like dom I play tho
aside from that I really would like a contract breach in where a frame leaves the battle repeatedly it would make a reduced isk payout and decline in sp for the rest of the day

Fix the lag, and players will stay. I'm not afraid of any player in this game. I'm afraid of lag.
The idea that you guys want players to stay in a match, and lose isk continually, is beyond me. If the match would atleast start 16 v 16 you'd see more willing participants. When it starts 8 v 14 why should the 8 stay? Is there a larger reward for being massacred? No? Well until there is, stop asking players to go isk negative for no reason at all.
You know what else I see very little of in pubs that will definitely make a player want to leave? Links, ammo, and ........... fire support! I been banned several times so I can't cuss like I always want to?!
Players in this game have a singular focus to their playstyles, and why shouldn't they? Payouts don't match gear usage whatsoever! The price on a proto logi to bring superior support to the field is enormous! You select that 200k+ fit, to help your team, and lag against a wall while some newb with a modded controller puts all 85 rounds out of six kin into you?! Do it once, and that match is a loss whether you win or not?!
PC payouts got even lower because no one ever gets enough equipment destroyed to make over 1.5 mil apparently?! I swear we destroy tons of gear in every engagement, but whatever. The pubs is, and has always been, the eve universes equivalent to the temp service?! I've advocated for cheaper prices on gear, and CCP did change some things. However, with payouts being foreverse low we need to pay 15k tops for a proto rifle.
For a proto suit, rifle, mods, and equipment on an assault variant dropsuit you average around 150k roughly. Die once, and that whole pub is a isk loss?! The average payout ranges from as low as 75k to up around 300k. When I play extremely hard, and throw away 1.5 mil, I might break 4 to 500k at the most.
Do I really need to bring up tanks, and dropships? How quick we ground troops are to complain about not having vehicle support in pubs, but who's paying for it?
I get this foolish response from players all the time, "take some risk", but they've got 3 logis behind them with officer weapons lol!
With the new PC changes coming, tons of potentially new content on the way, and.... (this I'm praying for) a fix for the lag! It would be a shame for this trend to continue as you describe it, and I have experienced it. However, this will continue until players can actually make isk.
While the playing the game, and prospering financially, should be an uphill struggle. It should not be complete hopeless despair?! Prices for gear should come down across the board, or payouts for battles should be raised. Until then I can't complain about snipers in military fits, bpos, or redline tankers. They have to manage their wallets the best they can.

Negative. They are actual fights with warp portals; the matches seem to be less stompy than public contracts. https://forums.dust514.com/default.aspx?g=posts&t=203184
