Do that and i mean exactly that for FW. Matches with the most players are at the top list and descending to the bottom with fewer players. Add a hold to the MCC timer till both sides have at least 12 people and you are done. If you do that you dont have to worry about team deploy and FW matches would happend much more frequently.

This is how you got into battles back in the good old closed beta days. Until Instant Battle was added and then all matches became random between Skirmish and Ambush.
I loved the way getting into matches worked back in the day but one thing I can understand that people might not want is that this way Q-syncs are easier to form. Idk but I dont like Q-syncs that much.
Other than that, I dont see why this was never added back until now.
The Forums are a special place.

The only downside is that Q-Syncs will be far too frequent but also counter Q-Syncs will be easier to deploy making for big battles in FW so I really dont mind. Infact I want this form of picking battles to return again (for good) because not only does it make things easier and Queue times will be little to non-existent but it also feels like I am picking a contract to go and fight. So it actually makes you feel like a Mercenary.

yes , do this for all matches. its the most fun ive had in ages, fights start with a couple of ppl and escalate. q syncs are gunna be easy sure, but remember u can just leave and pick a different battle or call for back up if u have freinds.
i dont really see the downside.

Q syncs are not even remotely hard to form, so that is not a valid argument. If anything it will be easier for smaller squads to avoid ending matches with q syncs and other q syncs to seek out the competition.

Yeah right tell that to CCP when a squad is not deploying into the match cause blueberrys have beeing picked instead of a full squad. Q-syncs are a chore to organise and every 1 knows it. It would aswell solve the 0:00 timer issue. You see if people are in the match and you can decide to get in it. Q-syncs would be easier to do you just select for example amarr, the matchlist pops up and you select for example Ashlands which has 0 players in it and deploy. Warbarge timer would be on hold (timer doesnt count down) until both sides have adequate numbers. This ensures that you dont deploy into a empty match and simply farm LP.

Bro, I q sync all the time for over a year. It's very easy and works 90% of the time.

If it's FW I think this is a good thing.
I'd add multipliers for consecutive wins too.
If two teams on 10 game win streaks with 4x multipliers ran into each other you'd have a bloodbath.

Qsyncs are tedious enough between matches to keep people from doing them.
Dust has missed out on persistent team play. I hope they start giving tools to make it easier and more common.
