I believe you're missing something... how the entire caldari fighting style works?
Range and regen. They're supposed to be the best at long range, but outclassed in mid and short range by the amarr and minmatar, equal to the gallente in mid range, and thrashed by the gallente in CQC.
If the caldari were given higher eHP, they would break out of their niche, like they did when rail rifles were first introduced.
Dust isn't new anymore; the stats are like that because they were OP when they were better.
Use them as they're intended to be used and they work fine.

Too much ads kick on the RR to do anything at range and fitting for regenerative just ensures that you're instantly vaporized by a militia assault scrambler.
