I want to make sure I remember this correctly.
A long time ago... I think around uprising 1.5-1.9 there was a huge gap between updates, like 6 months or so. Nothing, CCP was silent. Then shortly afterwards Legion was "announced".... Is it confirmed CCP wasted that entire time not updating Dust while they made that Legion concept video?

Yes, it's possible they wasted all that time.
Honestly they should have kept it quite even to this day while working on Dust. That way, we would have had more players and possibly more content and features by now. But nope. CCP had to stumble on this one.

Not the first time something like that happened.
Beta was filled with a lot of periods of silence, and no real progress being made. The old dev team worked in circles, never actually making progress.

There was several months between 1.7 and 1.8.
Rumor and speculation has it that Rouge started around November 2013 and much of Dust's resources were then shortly after geared towards Legion.
I can't recall specific sources or anything so this is just my memories of the rumors.
