That was actually an issue in closed beta when swarms were dumbfire. Scouts would go on suicide runs with them.
I say let's make it a game mode: nobody has weapons, everyone has bomb vests.

How about blowing them up without throwing them? You know, take a jumpy scout with res, Jump into a group of 8 people, don't throw it, instead, press the button to detonate.... Kill +50, kill + 50

You used to be able to put REs on dead enemies, when they got revived and ran back to their friends, you could detonate it and get a bunch of kills.
Best PvE idea ever!
