The issue with the difficulty of getting into FW battles isn't Dust's population. It actually isn't all that low. The issue is the main problem in FW, which had also caused the caldari to be buried for so long.
FW has more risk and reward: the winning team profits massively, while the losing team gets next to nothing. Seems to work in theory, but actually fucks it up. Because of this, we see the "protostomp effect" to a massive degree in FW.
Players want to put everything in, in order to cement a victory. We see a lot of proto users, full squads, and q-syncs. It was assumed we would see this on both sides. However, protostompers tend to be bitches. One side sees that the other is at an advantage, so they leave, so a proto q-sync is thrown against a bunch of randoms.
Now the team that left has apparently ran from FW in general, and is out pub-stomping. In the meantime, the q-sync is snowballing, facing less and less opposition every match they reroll, while randoms that were with the q-sync are starting to use better gear, because they're more confident about winning. The're probably calling their friends along as well to make even more squads in their faction.
Eventually, 1 faction goes on a winning streak, and most players in the other faction are leaving FW. As a result, there's a big waiting list to get into battle from the winning faction, while the losing faction barely has enough players left to make a team.
As a result, the losing faction is constantly getting crushed until an effort is made to completely turn the situation around, like with caldari FW. The problem here is that with the turn-around effort, there will be 3 good battles tops before it goes back into nothing but stomps; just with the opposite side winning.
There needs to be some fix to this, to keep FW competitive.

I'm queued for dom, skirmish, and acquisition, yet I very rarely see skirmish popping up, so that won't do ****.

I'd argue the reward in LP for losing is enough to make plenty of scrubs AFK FW for the easy proto suit and weapon per loss.

Only with another squad doing qsync, will turn around the situation, you see: when in a match this protostompers begin to find actual oposition, and begin to lose isk against apex or std, they become chickens and your team start wining matches For now you shouldn't try to run fw alone

FW needs to be competitive, not just taking turns stomping eachother.
