It was never "meant" to work this way, rather it was a broken error that got considered a "feature" by players.
They were meant to deploy to different games, but since it catches requests in the order they come in, Queue synching became a thing.

Nope. It wasn't intended to work this way. Selection of individual battles was meant for FW, Queue synching is not selection, it's the exploitation of the system.
Anyway, about 4 years ago the dev team at that time said it was a mistake, but they weren't much bothered about fixing it. They weren't really bothered to fix anything really....
It's also been said more than once that multiple groups queuing for battles were meant to be spread across multiple battles, not consolidated into one.
