I worte a post in the warlord .1 update feedback thread yesterday, mockingly giving it a 4/10 because there is still no PVE in it (and as my signature says, I'm all about PVE). I blabbered something about how matchmaking is impossible anyway in Dust and we should give up trying.
So I started to actually think about that idea after writing that (which is a rare thing, because you know thinking and the Dust forum don't go that well together most of the time). Could it be that matchmaking is actually impossible given the direction of gamedesign Dust has, or not even desirable?
1. Dropsuit tiers: Okay this metalock thing is being tossed around, but assume it never comes. Matchmaking with people having weapons of different power levels won't go that far togther, will they? Do we try to drag the system into one direction through matchmaking to only turn said system on it's head trough superior and inferior gear? Isn't that contradictionary? (and is this even a word?)
2. Skill levels: They improve your stats. And there is LOTS of them. Maybe the SP are counted into matchmaking, but I highly doubt they take into account the deepness of specialization that is needed to get the best results. Still more power bias that drags in the opposite direction of the "leveling" force of matchmaking. I won't even go into "teamplay v soloing"
3. Players looking for a fairer fight: It seems to be an epidemic right now. Players leaving battles. They seem to not really trust the matchmaking. Maybe theyre right. If we expect to have matchmaking and see that we get owned anyway, maybe thats how we stupid hairless monkeys react and create a beautiful self-fulfilling prophecy. We get killed a few times by proto, we leave, all this leaving and new-entering just cripples the inferior forces even more. Maybe we wouldn't have this problem if we didn't EXPECT to have a fair fight in the first place?
--- Why I think that PVE could be the solution to all these problems: Dust has never been created to be a fair game. All the mechanics want it to be a power rush for the high levlers and a bloody torture for the noobs (that's why the player count never got even moderately high). How do other MMOs that have power differences within their playerbase solve this? Why do they succeed where Dust fails? (Why does EVE online succeed where Dust fails) It is the possibility for filthy casuals to get into the game and learn the ropes by fighting enemies that are inferior even to them. They have something to do while accumulating SP and ISK for the awesome end game, where only the strongest can make a living and compete for the ownership of planets. It is PVP I am talking about. PVP without matchmaking. A dog-eat-dog world, where sissys stay at home, where the most psychopathic monstrosities will be the most honored heroes. And they will have what they crave most, which is (surprisingly) NOT A CHALLENGE. They will get fresh tender helpless meat in a steady stream from the endless pool of thousands and thousands PVE-getgud-nooblords. Many will try PVP, but only the few toughest will stay and drink the blood of the wannabes.
Why? Because the utter and complete lack of matchmaking. Made possible by PVE.

Long term survivability and player retention is going to come from noticable improvements both in performance and gameplay - people having a REASON to progress beyond progression's sake and breaking the typical monotony of routine gameplay elements through sandbox thematics. In the end, Dust 514 is a lobby shooter. PVE isn't going to save it from that, it'll just add one more monotonous part that needs to be balanced, fixed, etc. There are ways we can tweak that lobby shooter template to benefit a more permanent, lasting effect with a sandbox atmosphere, though.
Though I agree that PVE could proof to be a bigger chunk to swallow than first assumed, I wouldn't be so sure that it wouldn't go a long way to higher player influx. I wouldn't just toss it asside lightly out of sheer assumptions. Empirical evidence is needed, to underpin that statement, which can only be achieved through a series of experiments.
Do these expermients, proof they fail and I will gladly agree. But the tons of positive examples out there where games with strong PVE elements are immensely successful are a strong reason for said experiments.This could provide invaluable insights to the further developments by CCP too. (I won't say Legion, because god knows whats going on with that)
Just throw in a gamemode with shiny grey cubes that behave like drones, if 3D assets are so goddamn expensive and tag it as a "beta feature" like the new starmap in EVE. How hard can that be? The possible payoff ... a forget it ... I'm tired.
I'll just complain on the next update again.

I wouldn't go for a story mode. That would be cheesy.
I'd go with a drone-hunt gamemode with 8-12 players where you assault 1-3 spawner-nests on a map with more drones spawning the closer you get and maybe a bigger one just before killing the nest.
Then maybe a horde mode where you have to defend an objective.
Like I said. Just use 3D primitives and concentrate on programming and behaviour for experiments. It's really not too much to ask or is it? IS IIIIIT?!!

But the Rat man has already said that the PVE would be, and I paraphrase, a battle training simulator with unique combat mode scenarios.
