PC will remain a desolate place so long as corps are willing and able to hire ringers to fight their battles. Where is the incentive for a new/small corp to join PC if they're going to be immediately wiped out by corps hiring the same collection of elite players to fight on their behalf? Hell, this has been going on for as long as I've been here--a small portion of the userbase (that keeps growing smaller as time passes) constantly keeps all of PC under their thumb at any given time...and then complains about how PC is boring and that nothing is happening. So long as the best of the best continue to ring for each other, PC will remain all but off-limits to everyone else. People mocked PFC, but it at least tried to address the major problem of the talent gap between small/new corps and the elite players that can smack down any and all opposition. Sadly, unless CCP actively finds a way of penalizing those that rely on ringing to fight their battles (i.e. simply calling in an "A" team to guarantee a victory) PC is only going to continue to be enjoyed by a small portion of players.
