I say put in a penalty as well. Say, cut a percentage of all SP/ISK/LP earnings for the next hour.
If you leave for a legitimate reason, you won't be playing for that hour anyway.

Pentalies would be bad.
Why? Cuz it would hit new players even more :P.
Ps. There also can't be any possible pentalies without fixed matchmaking and already ending/unfair games. With our playerbase it means, never.

Look at my suggestion above.
Also, if anything, new players would feel the penalties less because they use either starter fits or dirt-cheap fits. I also doubt new players would be more prone to leaving.
