What was the necessity behind making it mandatory to be loyalty rank 4 to be able to trade items between other mercs?

To drive aurum sales and reduce/prevent the occurrence of certain exploits involving trading items from new characters.
CCP is adding a way to earn aurum from daily logins. That plus playing Dust 514 consistently should earn you loyalty rank 4 relatively quickly. Alternatively, you can spend $20 or less on aurum and have it instantly. I say "or less" because if you have been playing Dust for a while you might already be rank 1 or 2.

To keep guys that have 20 PSN accounts, with 60 total slot characters, that have been farming Experimental Lab weapons from flooding the market with gear.

LP/FW has no affect on Loyalty Rank.

Loyalty Rank is governed by number of matches completed, how many of those matches were victories, WPs earned, daily logins, and total aurum spent over the course of that character's lifetime.
High Loyalty Rank gives you small bonuses to SP and ISK earned in every match.
Loyalty Rank is the requirement to send items. Standing rank for a racial faction is not.

How many new characters have officer gear?
Yes I know.
But seriously, every tradeable item is obviously tagged as 'being tradeable' so unless ccp are going to let us trade boosters, warbarge components, keys and Aur I can't see any reason to not lower/remove the ranking requirement other than AUR sales.
There's probably a few more things ALTs/new ACCTS can farm, but again, they just need to make those items untradeable.

But I heard there is a bug causing isk transfers a problem under lvl 4. "Should be fixed in a year or so"

Obviously you missed the posts Rat man did. Pretty much we will be able to trade all our stuff, he is only allowing officer gear to be traded at the moment to gather data and see if there's any bugs and exploits CCP missed.
After that then we can trade everything.
