I don't know why I didn't think of this earlier- alongside pirate SKINs, how about salvageable pirate dropsuits?
Make them relatively common in salvage, so people actually use them.
If you aren't familiar with pirates and eve (and forgive me if I **** this up, because I only have a light knowledge of it myself), pirate ships in eve are a combination of 2 factions, and benefit from skill bonuses of both factions. While these would be better than your average dropsuit, it would be balanced by only being found in salvage, and requiring both factions' skill books.
here's a basic rundown of the combinations:
-Blood raiders: look like amarr, and are a combination of amarr and minmatar
-Serpentis: look like gallente, and are a combination of gallente and minmatar
-Angel Cartel: look like minmatar (although not accurate to eve, where they look ike amarr ships for some odd reason), and are a combination of minmatar and gallente
-Sansha's Nation: look like amarr, and are a combination of amarr and caldari
-Guristas: Look like caldari, and are a combination of caldari and gallente
Thoughts?

Would be cool to have this suits, and of course it would be great they could benefit from the bonuses of two different races. However, they shouldnt have a full bonus, maybe part of it (50%? I dont know), or a combination of hte bonuses... I dont really know, its just that I dont want them to be OP.

The thing is, I don't think the 50% can really be implemented.

Maybe they can add a bunch of random salvage that we can combine with two different PRO suits to create a Pirate suit?

Well some of the existing SKIN do convey the appearance of those factions......and there are some BPO's that bear the name of the factions like the "Covenant" C-1 which probably should really be an A-1.
