 I'm looking to get the Federal Marines "Spartan" Assault BPO but I want to know, how does it fair in battle?
 
 Also, are there any pieces of equipment for the federal marines that outshines the standard market products?

 I have one.
 
 I'd be a pretty hefty cost but I'd trade it for multiple things.
 
 Rattati suits, Bons and Balacs, ISK.
 
 A combination of all, or a little bit here and there or just a ton of ISK.
 
 As long as 5/6 (83%) of infantry AV weapons are Anti Armor based you're never going to achieve vehicle balance CCP |

 My response to both your questions is sadly, no.
  
 No BPO in the game is designed to fair well in battle. Even those with "locked" default fittings are only open suggestions of how much POTENTIAL there may be in your suit that you can explore,GǪ but the devs of the suit always leave YOU to do the exploring.
 If you take any BPO (I think it's safe to say ANY, even ones with a Dev's name tagged on it) out into a fight without layering it with modules and weapons that YOU had to experiment and try out their worth first, that BPO will let you down. Painfully.
 The only default advantages any BPO brings are the cost saved on the suit-deaths, and the growing collectors-value that players are starting to chatter about and pay high-ISK to make purchases with.
 
 As for the Federal Marine Faction Store, Biotics, Armour plates, etc are EXACTLY the same units as what's found on the general marketplace. There's no performance difference at all between what's on the Faction Loyalty Stores and what's in your Marketplace.
 The only advantage is the SP spending is much cheaper to unlock a Loyatly-store equipment item than the amount of SP you'd have to blow on Skilling to unlock the identical item in the general marketplace.
 Loyalty Faction gear only saves you SP, and occasionally gives you a cool custom color on you suit---but can't perform any better or worse than the Marketplace stuff.

 Earlier today I went 26-4 with my Federation Spartan. I think it holds up well. You won't be a regular slayer in it but you can have some great games with it. It has decent armor and reps, the dampener often helps you get the drop and the weapons work well enough to take on other suits of similar tier and often those of higher. And you will save much isk. Mine has already earned back the 10mil Ii spent on it.
 It was worth the grind.
