I've been running a jumpy plc fit for the past week. (yes I know I'm a fotm chasing scrub) One match, I decided to revert back to my old CR fit, when I realized I was significantly worse at strafing/aiming than most players. How does one strafe? I go side to side with my left joystick, while aiming with the right, but it seems that enemies land hits on me every time.

maybe because your strafe is too predictable.

Practice, mostly. Adjust your sensitivity to as high as you can while still being able to control it. Be sure aim-assist is on.
Not much too it. It can take a little while to get back into the swing of shooting with bullets after using a splash weapon or using a vehicle.

Depends on what kind of tanking style you use, honestly.
Generally speaking, we move faster forward and backward than side-to-side so utilizing more diagonal movements will increase your strafing speed. There's a few different kinds but 'V' strafing is my preference just because I'm an armor tanker and circle strafing really doesn't work very well for more (not fast enough).
The longer the distance to the target that is shooting at you, the more spread out you want your strafing to be. Try throwing a few different nanohives down in the redline and using those as your guide (standard is always smaller than prototype). Pick something static to aim at (I use markings on the Supply Depot, myself) and try to hit it while strafing. The lack of aim assist is on a static target will likely improve your aim on stationary targets but best experience is in live combat.
Fire in controlled bursts, even with automatic weaponry, and aim for the chest, utilizing the recoil to pull your aim up into some occasional headshots.
Just the basic stuff, really.

I always use ferros, for the movement speed. Does that make a difference?

I don't usually strafe. I can kill them quick. Heck kill em quick could have recruited me had I not made my own corp. Anyways, when I do strafe, I go left to right getting closer to the enemy. Backwards if low on health. An occasional jump to avoid as much damage as possible.

You get better when you realize there is lag involved so players are at least one second behind where they are and what they are doing. You get gud if you actually don't have this big of a lag problem. You can't get gud when your connection will never be better. You can only be gud against people who are experiencing the same if not worse lag than you.
You will see it. The players you easily shoot will delay when reacting to being hit or will still be facing where you already were. Everything is calculated on the server, not your PS3.
Test this. Put on an amarr heavy suit with max armor and peek out from behind cover for one second when you are being shot at (or should I say you assume you are being shot at because there are players looking your way and maybe firing already so you know they are indeed going to be shooting at you.)
After you go back behind cover notice the time between when you were out of cover and seemingly no one was shooting at you and how the bullet graphics, sound effects and damage registration catch up.
This is what makes DUST suck and why some things like ninja scouting won't work very well for you. Most likely you aren't that bad a shot. I've improved since understanding and compensating for this lag.
You really have to predict if someone could be about to come around the corner if you don't already see their sig. Start shooting before they appear.

Don't fret too much, it happens after using the PLC a lot.
Just get used to switching between PLC and pew pew guns more and you'll be fine.

You get better by playing vs better players. Cause otherwise you will never understand that the thing you do is scrubby. Its a shame cause with the current matchmaking you are bound to be allways a scrub. Even worse you believe you are semi decent and that gives you the courage to gather like minded people and do a PC. Just to experience how crap you really are vs proper players.
I make the scrubs scream and the vets cry.

Well.. you only need to adapt once. By playing of course. Then muscule memory will do its job.
What i mean is that if you will be good at shooting [or anything other] and then you will take a break [weeks, months, years] and come back, you should remember [muscule memory] stuff you learned before.
TL:DR - Let's say you're good at shooting. You take a break for 2 months. You come back and after playing few games you should be better at shooting than average player.
