I will simply compare shield suits (Caldari will be used) against armour suits (Amarr/Gallente) and list armour weapons and shield weapons. (Along with the RPM and DPS.)
Prototype Scouts:
Caldari Scout vs. Amarr scout.
Amarr vs Caldari
PG: 70KW vs 66KW
CPU: 340GF vs 348GF
sHP: 60 vs 130
aHP: 170 vs 70.
HP total: 230 HP vs 200 HP.
Recharge rate: 30 HP per second vs 50 HP per second.
Recharge delay: 4s vs 3s
Recharge Depleted Delay: 6s vs 4s
Repair rate: 1HP per second vs .5/s
Movement speed: 5.25 M/S vs 5.45 M/S
Sprint Speed: 7.35 M/S vs 7.63 M/S
Sprint Duration: 27.50s vs 20s
Stamina: 275 vs 200
Stamina Recovery rate: 40/s vs 30/s
Scan Profile: 35 db vs 35 db
Scan Precision: 40 db vs 40 db
Scan Radius: 20m vs 20m
Bandwidth: 12 vs 12
Melee: 80HP vs 80HP.
Please note this is made to be simply informational and may be incomplete at this moment.

Why are you posting a tiny paragraph if you haven't prepared it yet?
Prepare the whole thing in a word processor, split it up into 6,000 character sections, and then post it.

Each post will have a certain purpose (although all are meant to be informational.)
The first was Scouts, and may be edited to include the Gallente. The next will most likely be Commandos.

Is there a reason for not factoring in suit skill bonuses? When we compare PRO suits, their suit bonuses should be taken into account as well, shouldn't it? Albeit you want to make yourself vulnerable to claims of being biased and agenda-driven (the cheap way) by the resident trolls that are surely to deploy here soon.  |

On that I can agree with the Winged Raven.
Caldari suits in general need more HP. They are similar to being the shield equivalent to Amarr (not 1:1 ration mind you)
Minmatar aren't supposed to have the best shield stats or armor stats. Just decent stats to balance with speed.
I really cringe when I think about the first generation Devs and their complete lack of EVE lore.
Makes me cringe
As long as 5/6 (83%) of infantry AV weapons are Anti Armor based you're never going to achieve vehicle balance CCP
