so, i was playing with different combonations of regulators and there's something that i noticed:
Using 2 comp regs + 1 basic or militia increases delay.
2 comp regs = 2.05 delay (calass) 2 comp regs + 1 basic = 2.18 delay [memory speaking]
That can't be correct since stacking penalty is a percentage of the module, but in this case the module is inverted. Can anyone else produce the same results?

This really isnt a minor bug...
Unless it only affects one module, but this could mean that the stacking penalty is over penalizing modules. i.e. broken fundamentally.
If its just the module... That means regulators do not give you the true stats, which should be addressed.

It's likely something to do with the order module bonuses are applied.
In the first instance, either one applied first is the same but the second matters when the Basic Reg is applied. If it goes first, then the two Complex are heavily penalised, ending with a net reduction due to having what essentially amounts to one Basic and one Complex after penalties.
You probably knew that, but that's what I imagine the issue to be. Basically, it needs to apply the biggest modules first, and that should apply for penalties (such as Armour speed reductions - not that anyone uses regular plates any more - and Shield delay penalties.)
