How should I go about speccing into Gallente HAVs with 2 mil SP?
1 mil ISK to the most in depth and helpful answer.

You'll basically want to decide if your gonna run reps, armor, or rely on your hardening modules.
I suggest getting your hull to basic or adv., then go into what you've decided on you'll be using the most.
Back when I first started to skill into tanks, I would always go for reps and such first, as well as PG and CPU saving things for my fits.
The best way to do it is to level everything up in an even pace, get what you'll need to basic, then adv. so your tank isn't a little over powered in one area but lacking in others.
I personally find it better to have a solid basic or Adv. tank or suit, rather then one outstanding aspect and have the enemy take advantage in the fields I am lacking.
So get your Hull and turret of choice to basic. If you want a better idea of what kind of tanker you are, I suggest playing around with militia modules first to see if you'll favor reps, armor, or hardeners first.
The most common thing I have seen on most good tankers, hardeners and reps. With maybe a damage mod or heat mod depending on your flavor of destruction. Also, make sure you pack a speed boostie to get you out of bad situations of you can fit one on there.
2 mil won't get you too far in tanks, but it will get you started so that's what you should think about.

If you insist on doing it then I can come up with something but frankly with only 2 million SP and the ****** up broken place armour HAV are in having usurped the position from shield HAV (being over powered in exactly the same manner shield HAV were) there is literally no point.
Tanking right now is a miserable business comprised in equal parts of who can spam the most armour HAV of the highest tier and the inane frustrations of attempting in a PRO tank to shoot at another PRO tank and attempt to break its undeniably broken reps coupled with perhaps double stacked hardeners.
Pending suggestions.

If I need more than 2 mil, I can put up to 8 mil into it, but only if it'd actually be worth the hassle.
Any particular skill plans? If you could split them into 2 mil, 8 mil that'd be great.
Also, True, that's fine. I'm speccing into tanks for the hell of it, not because they're balanced.

Well you can with 8 million get a close to what I'd consider a good fit but in order to make a real tank you need the Fitting Reduction Skills for Armour Modules, Blasters, and Railguns pretty much maxed which really puts you in the 9-10 million SP ranges.
But I guess I can try to work around that at the cost of lesser modules.

Pretty much basic maddy setup [sp wise etc]. Though it would be better to run at least adv dmg mod.
Ps. You could fit ion cannon + complex hardener, dmg mod if you'll change adv rep for complex light rep. You'll lose only 19 rep but you will get much more DPS and better hardener.

Decide if you want to initially run an offensive or defensive tank. Better to go defensive first until you get the hang of things.
Turrets are what costs as opposed to the tank and mods. Going defensive first saves money as well as gives more bang for the buck until you can get the turret skill up.
Go standard tank skill only. No reason to use advanced now (probably ever).
Get the fitting skills up. So go all armor skills up to 3 first. Only go to 3 on the core mod cooldown and active skills.
Get lvl 1 scanner skill and mCRU skill. Those are nice additions for infantry assists or fit damage mod for offensive tank.
Fit 1 hard and 2 rep for sustained damage and to hit and run or 2 hard and 1 rep to keep up a defense and brawl or for an alpha strike either by you or an opponent. Fit plate only if able.
Use a speed mod.

True. In previous meta (meta -1) the shield missile was a cookie cutter, suitable for all situations. The armor missile (madrugar with missile) was absolutely unusable due to CPU limitations which left virtually no space for mods.
In current meta shield missile can't compete (less instagib power, armor tanks can safely push and kill while on reload and shields won't regenerate in battle)
Armor missiles however can now be fitted onto maddies and due to increased slot count, multistacking damage mods is possible AND without sacrificing main tanking slots.
Looking at both sides of the coin.

Pending suggestions. Shield HAVs were not as powerful as the current armor HAVs. A damage modded particle cannon would make easy work out of a shield HAV. But now, I've had Madrugars be able to eat 5 damage modded particle cannon shots up their ass and barely survive as they get out of range. I don't ever recall firing 5 rounds into a shield HAV and having it survive.

You shouldn't speck unless you desire to run HAV's but why skill into HAV's without the core intact first , that would help with DS's or ADS's in case you want to use them as well .
Don't skill into HAV's unless you have your core is done and turrets maxed out with proficiency to 3 at least .
Don't waste SP's unless it's something that you really want or see a need for .
To speck into tanks just to have tanks or DS's is a waste .

I'd say that one of the important things to note about skilling into vehicles is that it's much like starting a new character, you have zero SP towards it and nothing you already have carries over... which is unfortunate.
