I went 18-3 in a Cal Logi suit yesterday. Of course, like 11 of those kills were RE kills and the rest were idiots standing behind a box, but the fact remains, I went 18-3 in a Cal Logi suit. 
As to the question, "Who skills into this suit?"
Idiots like me who had no clue what they were doing when they first started playing. I saw it had a ton of slots at proto so I figured, this suit must be awesome.
Outside of people like myself, I don't know who would.

In all honesty, it isn't a bad suit. The PG/CPU on it is just so low compared to fitting costs. If they fixed that and gave it a slight speed bump, I would happy with it. Take away a low slot and give us a 4th equipment and I would be freaking ecstatic.
