Armour plates should give rep penalties.
Fit a militia or basic plate - you lose your innate rep bonus.
Stack armour plates and you start going into negative reps - want to armour tank a heavy? Then best have a logi to perma rep you or you get to watch you armour HP deplete until you die - cruel, but hey, welcome to new Eden.
OK maybe your armour levels just deplete to the suits base figure?
Obviously you can add rep modules to counter these effects, or use ferro or reactive plates.
Should help to bring it more in line with shields |

What self respecting player even uses regular plates outside the role of sentinel? Its all reactives & ferros now bud.

What about bringing complex reactive plates movement penalty to 2%? I feel like the 1% is negligible, even when stacked. |

Shields need buffed, and arguably so do standard plates. Just because shields have a (pretty negligible) recharge delay penalty, making plates 'eat' your own armour is a terribad idea.

If I stacked shield as high as you can stack plates with no penalties then the recharge delay is a bit more than negligible (unless I use more slots to negate the delay)

Why would anyone want to limit strafing speeds by using standard plates? If anything, CCP should buff them. |

I can agree that there's an imbalance in armour vs shields, but this is not the solution.
To answer the above quote specifically, a Regulator, at PRO, offers a 38.5% delay speed bonus, whereas even four PRO Extenders offer only a 24% (which is actually not accounting for stacking penalties working in the favour of extenders) depleted delay penalty (which, to emphasise, is not applied to the non-depleted delay at all.) Overall, a single Regulator can provide significantly more of a bonus than multiple Extenders can penalise.
KinCats, on the other hand, do absolutely nothing to negate the base movement penalty and still doesn't balance out a single Complex Armour Plate for sprint speed.
So no, this suggestion has no merit. If you want to talk about balancing Reactives, Ferroscale, Extenders, Rechargers/Energisers, Regulators and Reps, fine let's talk. But this armour plate suggestion is an unmitigated disaster of an idea.

Vanillia plates are used on sentinels these days. Nobody uses them outside of that class cuz speed&strafing > little hp boost.

Terrible idea is terrible.
If you'd said "penalty as a percentage of total reps" as opposed to a flat number then maybe we could have had a discussion about it.

Don't know if there sticking to that or not but knowing CCP they probably won't due to QQ or something of that sort.
