Seriously, what do these mean?? The random tick marks that appear on the top right of the occasional forum goer's icon? I asked this a while ago, but I don't think anyone gave a sure answer. It's really starting to bug me.

Means they are in your contacts list.
I thought there was some other reason because sometimes you'd see it on players you don't recognise, but I've heard it was simply a visual bug.
That, and there once was a time where players had to add to contacts in order to invite said players to a squad.

That's what I was told, but I only have three contacts. Must be a bug, then.

No one really knows.
I have heard it has to do something that is related to the EVE forums, but has no relevance here.
I notice it by my name sometimes, and other times not.
It is a mystery.

I'm fairly certain it has to do with those people being in your contacts or rather who the server thinks is in your contacts. I haven't looked in a really long time but you used to be able set the leaderboard in-game to show only your contacts and then change how you sorted them (kdr. w/l, etc...) and you would get a random list of people.
People that defend exploiting glitches should be permanently banned.

I got rid of my old contacts and it still shows up on those people...

It is the symbol for your standings with others. It would mainly apply to EVE players. No way to change standings with others via DUST to it remains neutral. I'm thinking it would change if you belong to a DUST corp in an EVE alliance and that corp has set standings with another DUST corp in an EVE alliance.

It means you've added them as a contact, Sometimes, this icon will appear above mercs who aren't a contact of yours, which is assumed to be a bug.

Correct, it shows above your picture because you are one of my contacts, but not Shayz because he is not.
