These "new scrubs" won't be trading at all if they haven't spent 20$.

There should be 2 options, Give where you can trade between alts and trade where you see what the other person is trading, before makind a deal.

Nothing.
But people are going to figure out real, real quick that "give me money and I will tots give you stuff" is not particularly trustworthy. You are going to have people that are willing to act as escrow and you are actually going to have trustworthy people do it. Of course, opportunity makes a thief; the thief that never had the opportunity calls himself an honest man. For 10 million isk, Sam Sam the Escrow Man might not burn anyone. But for 350 million isk? He might be willing to forever be known as "that d**k that stole 350 million isk."
Expect people to only make deals with people that are trustworthy or have a reputation of not being shifty. I would be highly surprised to see a bulk deal happen. It will be "You send me money/the item and I will send you the item/money." If anyone is getting burned, it is going to be for single items. And, as others have stated, requiring the person to be level 4 means that there won't be too many "new players" that are going to fall for that.
Though, your premise also assumes that there ARE new players...
