It needs a new server and, more specifically, a test server. With everything that has gone on with CCP, having a server where a specific playerbase for a limited amount of time can test the wacky and zainy ideas that the CCP Devs are thinking without worrying about it affecting the whole of Dust would be both fun and beneficial for all involved!
Like what would happen if we tweaked AA's? Or if we decreased the number of shots before the ScR needed to stop or hit it with a lower base dmg? How about buffed up LAVS? Increased packed grenades quantities moving to 3? Really all examples. When you think about it, it makes sense; a lot of mmorpg's have a test server and even if things don't go out perfectly it's not like the player base at whole will be subject to a science experiment. And frankly being able to do crazy stuff, knowing it wouldn't apply to your Dust stats or info, would let players find ingenious ways to take items, wpns and modules and manipulate them in ways even the devs may not have thought of.
Withe the correct feedbck and limitations on how often a player and who can use the test server to play, it'd at least some of the nastiness that we'd experience when playing and experiencing and finding out whether a tweek was really worthwhile.

It needs funds reallocated so that way they can hire on a somewhat full dev team to be even remotely competitive with the rest of the industry. This would also presumably lead to more consumer confidence, since they would know their money would be going to good use with a full team behind it.
Right now DUST is a pet project of CCP that's barely even being kept afloat. I'm not trying to say the devs don't do great work, I'm just saying that it's pretty insulting how few of them there are.

Test Server is known as CCP Prime. Only accessible to the devs. Aka it is in Jovian space.

Test Server is unfortunately out of CCP's hands as access to it would have be through Sony's PSN, so that ain't happening anytime soon. Brutal truth but there you go.
As to size of the team... CCP Rattati has taken his limited resources and fixed many of the mistakes that the previously much larger team made. We're far from the promised land of course but size of the team is meaningless if they're working smarter and quicker than the larger group.
The game is on an even keel and in a much better place than it was a year ago, its profitability is up, the team is firing on all cylinders, player retention is increasing and content is forthcoming.
I'm not saying I'm satisfied completely, there is still much to do but for the first time since my term started, the positives are outweighing the negatives.

The failures of the past team doesn't exactly excuse CCP for running a skeleton crew on this game with no further explanation than "DUST is profitable"

I am pretty sure that Sony will not allow them to publish 2 copies of Dust which would be required for us to test things.
The only PS3s that can install a game without going through the PS Store are the hacked PS3s like people use to play hacked versions of GTA V which Sony would probably frown on CCP supporting that kind of activity directly by publishing a separate version that can be installed on those systems.
This is pretty much the primary reason that I support Legion. Sony's guidelines seem to be very unfriendly to people other than the true triple A studios. I am only speaking as an outsider tho and have not directly reviewed what Sony allows.
I wonder if CCP could convince Sony to allow them to do a "test" version that is only distributed via promo code similar to how the betas work.

Its a smaller team to be sure but its hardly skeleton.
As to Dust being profitable, again I have to be brutally honest here, thats the only explanation that matters in terms of it garnering further resources for growth. More profits means more money being put back into the game enabling the team to put content into the game rather than just fix the mistakes of the past. Echo and the next point build is nearly all optimisation, fixes and 'stuff', none of which wouldn't have happened unless the game was profitable.
The current strategy is working, cost effective and producing tangible results. Like I said before I'd like it to be faster as well but that costs money. So measured and sustainable is the way to go till the game gets to the point where a larger team is cost effective.

Hey by all means, let them carry on that way.
It's just sad to see this game being left in the dust when it was originally set to be so much more. It will never move out of it's little niche at this rate, and will never impact EVE at this rate, and will just all around never be what it was once dreamed to be.
So, we turn our eyes towards larger teams with stronger ambitions and place our money with them in the hopes that maybe they can keep the dream of a persistent universe alive, since CCP has clearly set down that ambition for the foreseeable future.
It is what it is, it's just a sad sight to see is all.

If it had gone to PC as originally planned then it would be on the test server. CCP has one and EVE doesn't go out the door with a new patch before going through the test server.
Sony won't let CCP do their thing. Console kiddies want this game on console soGǪ
