Hand/Eye coordination cannot be taught. It comes from practice. But there are tricks for making practice more effective, as well as some techniques for making aiming faster and more efficient.
Practice:
You can learn to shoot better from constantly doing it in battle, but often when you are fighting for your life you use shortcuts and bad habits in a desperate attempt to survive the engagement, which may result in you just getting better at doing it wrong.
A better approach is to practice when you are not in combat. Pick a target such as an Objective on your HUD, a friendly playerGÇÖs chevron, a light, or a rock and just try to center your cross-hairs on it. Try swinging your cross-hair close in Hip Fire mode and then switch to Aim Down Sight (ADS) just as you get close for more refined aiming (and in battle for decreased dispersion). Once you have your cross-hairs lined up, drop out of ADS and pick a new target. This will train your hand/eye coordination to aim the right way, so that when the brown stuff hits the rotary air impeller you instinctively aim rather than spraying and praying.
Do this when you are standing around defending a quiet point, or just patrolling around. If you are not sprinting and not fighting you could be practicing your aim. Make yourself do this and your aim will improve rapidly.
Preparation:
Try to always be prepared to fire. This means keeping your weapon level. When you walk or sprint be sure to keep looking ahead of you. New players often tend to look down at the ground or look up when sprinting, but if you keep your weapon leveled you can aim much more quickly if an enemy appears. Not to mention the fact that if your are looking at the ground or the sky, you may not even see an enemy stepping out ahead of you.
Pre-aim:
If you know there is an enemy around a corner, or hiding beyond the lip of a building rooftop, anticipate where your target will be when they reappear and aim for that spot. If you guess right you will not even have to move you cross-hires. You only have to pull the trigger when they appear.
Advanced Method (Swipe Aiming):
The DS3 controller does not allow the same fine adjustments that you can do with a mouse. The best players have taught themselves to aim in a completely different manner. They use the Swipe method.
The Swipe method is to swing your cross-hairs toward your target like you were swinging a sword, and then let go of the thumb stick and fire the exact moment your cross-hairs are on the target. You do not make any fine adjustments, slow down, or worry about over correcting. You simply steering your cross-hairs so that they crosses the target and just time the trigger for the precise moment your cross-hire is lined up.

When you encounter a player from one of the top PC Corps and they kill you before you even get a shot off, they are probably using the swipe method. It is by far the quickest method for aiming, and will give you a huge advantage if you can master it, but it is not exactly easy. I have been playing for over 2 years and I only occasionally pull off a swipe aim, but when I do they are among my most satisfying kills.

....or you know, just tell them go turn on autoaim? Also to add, aiming well doesnt help you if you cant strafe. Dust is still a high TTK game. It takes a while to kill, and standing still helps you get shot down faster.

Awesome guide! +1 However I would like to make a comment on your Pre-aim section. You say we should anticipate the enemy from where they will come, however I like to use this method. When I know an enemy is behind the corner, I automatically run to the corner, but not turn the corner, then I throw a grenade estimated to land behind the enemy, this forces them to either stay where they are and get damaged by a grenade, or run out where you are already prepared for them.

People have done that to me too, then I notice that the grenade is long and shinny.
