I've posted some thoughts on the CPM White Paper and some adjustments I'd like to see made. This is my personal opinion and should not be taken as the views of the CPM as a whole. Also, Biomassed is launching a blog.

Mostly common sense and streamlining, which is by and large a very good thing.
Presumably you've thrown these ideas at CCP and your fellow CPM? I'd be interested in knowing their personal opinions as well.

I know this is an analogy that has the potential to be really, really insulting and cause some flame. I do not intend to use it as such, merely that it is the only way that I can think of it:
"If the government isn't going to follow the Constitution in parts they don't like or are no longer relevant, does it matter at all if we change them?" Perhaps a less incendiary way is "If no one is going to enforce a dumb law and no one cares, why bother changing it at all?" Big things that make a difference such as age make sense but "we will communicate by these ways only" seems like it doesn't matter.
And yes, I know this is the apathy that gets millions of people to pull the "my vote doesn't matter" schtick but... does this matter? If it truly does, would you be so kind as to educate me?

As a side, a request: I would love to know what the CPM actually do. "We are in contact with CCP on a near daily basis" doesn't really sell the reason to have an elected body. Rattati has been a fairly decent forum junkie and is active on Twitter so some of us can say the same thing. Could you define the communications, obviously in a NDA safe fashion?
Like, in the lines of "We here at CCP are considering adding an update that specifically bricks PS3's" kind of ridiculous that would not be seen as trying an innuendo.

I presented this to my fellow CPM before I posted it. Haven't actually had the discussion with CCP yet, but it's on my agenda.

There's some validity in this, as both CCP and the CPM did not meet all of the terms of the white paper this year. We should all be better at that, but we should also evolve the white paper to meet what we've learned in the interim.

The primary thing here is providing the same type of feedback to CCP that the forums do, but on information that is still NDA and cannot be placed on the forums. Most stuff we see at least a few days before the forums, and sometimes tweaks are made based on our feedback before they make it to the forums. As you noticed, Rattati is probably doing the best job communicating of any CCP dev ever which has made this job a lot smaller than it might be otherwise, but it's still, in my opinion, quite vital.

I was not aware of this change. What made CCP reconsider this?
Do the CSM Eligibility guidelines also reflect this age requirement, or are there different required ages for the CPM and the CSM?

I'm not sure why this wasn't a thing already. While Rattati and you guys have been doing a great job of sharing your thought processes with the community, the idea of a summit lends weight to your work, and may draw more public attention to the progress you're making.

Again, surprised we don't have this nailed down. Definite start and stop dates would go a long way in clearing confusion about how the CPM operates, and would not doubt make things easier for CCP themselves.

There's supposed to be seven people on the CPM. If someone can't break a tie with that, something else is going wrong. STV wouldn't really provide much benefit, IMHO, in terms of actually determining a result. (It actually can't break ties. I don't know why it's there.)
CCP's age eligibility is primarily based on them being legal adults, but as noted, in a few countries it's above 18, so they just blanket set the age at 21. As long as you are a legal adult, and can get a passport, you're now eligible for CSM.
The virtual summit isn't a thing really because CCP honestly and earnestly intends for physical summits to be a thing. However, I feel in the absence of one, we've been hurt by not at least having a virtual stand-in for one earlier in our term. And an in-person summit would still be preferable. Also even if we have a virtual summit early in the term, it'd still be good to have an in-person summit later in the term if possible.
Start/end dates for CSM have been "Fanfest" for a long time, so they haven't really needed to enforce a set ruling on term length. I don't believe tying our term to Fanfest is beneficial for the DUST community though.

Stupid eclipse. Made us go there when it's freezing cold, and I slept right through it anyways!
Given our election time, if we had elected CPM2 in time for Fanfest, it'd have been a seven month term. Given the time it takes to get into the swing of productive work, that would've been bad for everyone. And it's better to spend more time working, and less time electing. CSM9 had like a ten month term.

Well, one goal of the CPM is definitely ensuring the CPM continues to have an effective pull at CCP. The system only works if we're listened to. But changing the white paper is something CCP has to do, basically.

Term length should be a hard capped 12 months, with allowance to be shorter if needed.
I think an in person summit is also something that should not be given up on. The problem is that CCP has yet to have a summit with the CPM art the start of their term where the face time is most important.
CPM 1 wouldn't have been possible without the face-to-face meetings that CPM 0 had during Fanfest 2014. Also, we had less formal in-person meetings during Fanfest 2013 that were critical to a lot of the relationships set up between CCP and CPM.
CPM 1 benefited as well from several CPM 1 members (prior to being elected), Zatara, Keval, and IWS, being present at Fanfest 2014. We need to ensure that the members of CPM 2 and future CPM get that same grounding in real human contact with their CCP counterparts near the start of their term.

Kain, the CSM will have a term longer than 12 months this year. Since Fanfest is in April 2016, but was in March 2015. Some flexibility is warranted. Though I do want to make sure CCP can't get away with 18 month terms again.
I absolutely don't want to "give up" on an in-person summit. But if CCP doesn't deliver one, how do we ensure that players still get minutes to a summit? I would say we kinda had a "mini virtual summit" last year, but it wasn't formal as such, and so no minutes were made. I would rather get players something, rather than nothing.
I am definitely interested in your further thoughts on both issues though, Kain. I do want to continue to push CCP to follow through on these things, but I also can't exactly force CCP to buy me a plane ticket.
