At level 5, you get 77 armor from regular Reactives, 3hp/s and 1% penalty.
I'd say give it an extra point of repair and like 5 more armor than the vanilla. 1% greater penalty, sure. So (forgot the original armor given) +5, 4hp/s, and 2% penalty. NOW, it is decent and worthy of being an officer BPO.
Maybe +10 instead of +5, but Reactive Plates should always make the repair stand out. Giving less would start turning it into a ferroscale, but with a penalty. |
