Good Day,
I've been reading the forums and seeing a pattern. The Assault Scrambler is OP. No not really. It seems to be the combination of the Amarr Assault DS and the Assault Scrambler Rifle that seems to be a little out of whack.
The same way Minmatar Assaults with Assault Combat Rifles are a bit OP.
Once folks get up to 4 or 5 in the Assault and Scrambler categories the bonuses really make a difference. They were designed this way.
Amarr Assault - 5% reduction in heat build-up per level Scrambler Rifle - 5% bonus to cool down speed per level
So once you hit level 4 it's 20% cool down faster and 20% build up slower, So Amarr Assaults get a benefit at both ends, while everyone else, only gets the bonus on one side, cool down speed. So they can do more damage before they have to stop or suffer damage.
The same is true of Minmatar Assaults - they have 5% larger clips / magazines per level.
They both can stay in the gunfight a little longer / do a little more damage than others.

Are they really OP? yeah probably. Why, because along with Scouts armed with Nova Knives or Shotguns, Sentinels in general, Core Locus grenades, Ishukone Assault RR's, and Bolt Pistols, kill me more than other weapons.
Do AR's kill me? yeah sure. Do CR's kill me? yeah sure. Do Plasma's and Forge Guns kill me, yeah sure. Lasers, again yes and Laser guys can take over a match.
But when I die 4-5-6 times in battle and all of them come from this small group of weapons and dropsuits, you start seeing patterns.

The skill level and equipment level in the matches I'm in are high. I'm guessing most skills are 4 or 5 and everything 3 or better. It's now how can I kill the other guy just a little faster than the other guy. In many matches, you don't get a second chance. If you shoot and hit someone without killing them, they know where you are and try to get a better angle, or if in range throw a grenade, etc. You need to constantly move, if not in a group, near enough, so that if you start to get hit, you can move toward the group and get some cover / assistance.

Certain combinations in this game are better than others. And some things are not up to snuff.
When Delta hit, Assaults got a lot better than previously and reduced the Commando's presence on the battlefield. Commando's are slower than Assaults, it's that simple. They are in the open longer than assaults, the extra HP doesn't make up for it.
Scanners - Militia scanners don't even exist., Standard scanners are 46 db, while Advanced are 36 db. Scout suits start at 35 db. So you have to have a proto scanner to actively scan Scouts of any kind.
There are 5 or 6 combinations when used by someone who knows how to use them are better than the equivalent Fitting with a different Racial Dropsuit. Do some people try to use Scrambler Rifles with Caldari or Gallente Asaults, yeah, but Amarr is just that much better.
Breach AR's were very popular for a while and then folks figured out Assault CR and Assault SCR could do about the same damage but faster, so Breach's fell off and other faster weapons took over.

Speed is very important and certain combinations are better than others.
CCP designed certain things to be this way.
