It relates accordingly. Watch it entirely. When he speaks of stuff you don't know (because I assume you have not played PS2), replace it with the eras of madness (when HAVs could fly, when Flaylocks where OP, when RR where OP, and now when we can jump really high).

I do not think that. When tanks were flying they were not OP? No, but the behavior and mechanic was proper? Same thing for current situation. BTW did you saw the video or did you just criticized my introduction?

I think you can have far far far easily done more without anything attached to the message in terms of 'specific' examples. This as the video warns triggers people's confirmation bias.

in ambush rail rifles are king due to the maps and how everythings organised, but in skrimish the oposite is true.
so many things related to "balance" are situational and theres no such thing a perfect balance in a game with so many variables, and most of the time "balance" just ends up refering to a ceratin metagame, or in dusts case a healthy metagame with many options rather than just a small definaed min/max list of viable fits/suits.
hence the problem with heavies and the fact that because the HMG is the only infantry based heavy weapon, only the amaar heavy is truly viable due to its resistance profile. in this case the game becomes imbalanced simply because of a lack of heavy weapon variety more than the suits/weapons themselves. this creates a situation where there is a lack of options and "imbalance" in terms of the ideal for this game wich really just means a variety of options.
