For comparison I'm link three modules from Eve Online to show their fitting costs:

Notice here that a shield extender cost the same PG as a shield booster? In Dust a shield booster is twice the PG cost of an extender. We should lower shield booster PG cost to be the same as an extender, but with thrice the CPU cost.
Shield Hardeners should have the PG cost reduced. As you can see, shield hardeners in Eve cost almost no PG at all.
Now for the modules in Dust, some adjustments should be made so they perform better. First, Shield booster can be interrupted. This should be changed, by increasing the shield damage threshold for the duration of the module. If we set the shield damage threshold to something like 5000 hit points, then nothing could interrupt the shield booster's operation during its use. After the module finishes its boost, the shield damage threshold would reurn to its normal valua of, whatever it is currently.
For shield hardeners, in order for them to be competitive with armor hardeners, they need their cooldown reduced by 20 seconds. This would place their cooldowns to be ~ 10 seconds faster than armor hardeners, which currently last longer and cooldown faster.
I believe these changes are needed and necessary. The reduction in shield hardener and shield booster PG will free up PG for shield extender use and shield regulator use. This is important because if we are to use shield regulators, we can not continue to be forced to use fitting mods in low slots. This is especially true when all skills are level 5.
I suggest making the following changes to shield module fitting costs:
Complex Shield Hardener
CPU: 80
PG: 30
Complex Heavy Shield Booster
CPU: 286
PG: 587
Complex Heavy Shield Extender:
CPU: 88
PG: 587
Complex Shield Regulator:
CPU: 90

Agreed.
Shield boosters on a shield vehicle should feel like fitting armor repairers on an armor vehicle. The PG cost is too damn high!
